Are fatigue and sleepiness the same? A brief introduction to the differences and similarities and their implications for work safety

However, fatigue and sleepiness are often treated interchangeably, which can lead to confusion and potentially less effective reduction of safety risk. To provide clarity, we present an overview of similarities and differences between work-related fatigue risk and sleepiness including definitions, theories, measurements, and mitigation strategies. As a supplement, a summative visual model which highlights these similarities and differences is presented. Occupational safety and health of women in mining

J Womens Health (Larchmt) 2023 32 (4) 388-395 The mining industry plays a critical role in the U.S. economy, with active mines in every state producing materials such as those used to construct houses and roads, make medicines, and manufacture cars and electronics. Throughout its history, mining has been a male-dominated industry. Recent estimates indicate that between 10% and 17% of miners are women. Previous occupational safety and health (OSH) research has focused primarily on the male experience. In more recent years, the mining industry has engaged in efforts to increase workforce diversity through the recruitment and retention of women miners. To meet the needs of a diverse workforce, it is critically important to identify OSH concerns that are unique to populations that have been understudied and to develop work-related policies and practices that improve their work experiences and health outcomes. The purpose of this article is to describe the specific OSH challenges women as miners face and to discuss how the National Institute for Occupational Safety and Health's (NIOSH) Mining Program is situated to address these challenges through its Mining Program Strategic Plan. |
Effects of heat strain on cognitive function among a sample of miners

Appl Ergon 2022 102 103743 Heat stress is associated with workplace injuries, likely through a combination of fatigue, reduced cognitive function, and thermal discomfort. The purpose of this study was to evaluate four cognitive tasks for sensitivity to heat stress. Eight participants performed treadmill exercise followed by assessments of serial reaction time (RT), Stroop effect, verbal delayed memory, and continuous performance working memory in an environmental chamber. A control (21.1 °C) trial, and "Hot 1" and "Hot 2" (both 37.8 °C) trials were run sequentially on two separate days to evaluate the four cognitive tasks. Heat strain (comparing Hot 1 and Hot 2 with the control trial) resulted in impairments in the serial RT test response and Stroop accuracy. Delayed memory was impacted only in the Hot 2 trial compared with the control trial. Given the demonstrated impact of heat on cognitive processes relevant to workers' real-world functioning in the workplace, understanding how to assess and monitor vigilant attention in the workplace is essential. |
Findings from a systematic review of fatigue interventions: What's (not) being tested in mining and other industrial environments

In this paper, we identify fatigue interventions tested on industrial shiftworkers and explore their effects and the factors that may influence application in an industrial setting such as a mine site. METHODS: This review adhered to the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) checklist. A structured, systematic search of the literature was conducted to identify relevant studies published between 1980 and 2020. Researchers independently conducted article screening and study quality appraisals against pre-established criteria, and then extracted data and conducted a narrative synthesis of the included studies. RESULTS: Seven intervention studies, out of 1651 articles initially screened, were retained for narrative synthesis. Four studies tested the alerting effects of bright-light treatment, one evaluated the effectiveness of blue-light blocking glasses at improving daytime sleep quality and nighttime vigilance, and two examined whether sleep hygiene and alertness management trainings improved sleep quality or alertness. There was substantial evidence for the use of bright-light treatments to improve night shiftworker alertness, but insufficient evidence to draw conclusions about the effectiveness of blue-light blocking glasses and sleep hygiene and alertness management trainings due to the small number of studies included. Shiftworkers were mostly male and employed in industrial subsectors such as production and manufacturing, oil and gas, and transportation. No mining-specific intervention studies were identified. CONCLUSIONS: Future research is needed to identify effective fatigue risk management interventions for the mining industry as well as best practices for implementing these interventions with mineworkers. |
Identify the influence of risk attitude, work experience, and safety training on hazard recognition in mining

To maintain a safe workplace, mineworkers must be able to recognize worksite hazards while they perform their jobs. Though hazard recognition is a critical skill, recent research from the National Institute for Occupational Safety and Health (NIOSH) indicates that mineworkers fail to identify a significant number of hazards. To further the understanding of mineworkers’ hazard recognition ability and to begin to address hazard recognition performance, NIOSH researchers analyzed data collected during a laboratory research study to determine the effect of individual mineworker factors including risk attitude, work experience, and safety training on hazard recognition accuracy. The results of this study show that mineworker risk attitude and safety-specific work experience affect hazard recognition performance while hazard-specific safety training does not. These results suggest that some of these individual factors can be overcome through experience and training. Potential strategies that can be used to address these factors are also discussed. |
Competencies for the competent person: Defining workplace examiner competencies from the health and safety leaders perspective

Min Metall Explor 2020 37 (6) 1951-1959 The ability to identify hazards during a workplace examination is a critical skill for mineworkers to have in order to maintain a safe workplace. While research suggests that being able to successfully recognize hazards requires a complex set of competencies, it is unclear which competencies are most critical to adequately perform a workplace examination. This paper presents a hazard recognition competencies framework as an explanation of the competencies that affect mineworker hazard recognition. To better understand how the industry is selecting and preparing workplace examiners, researchers from the National Institute for Occupational Safety and Health (NIOSH) interviewed nine health and safety (H&S) professionals at surface stone, sand, and gravel mine sites throughout the USA. A primary purpose of these interviews was to verify the competencies included in the hazard recognition competencies framework and to understand why these competencies are critical. Finally, the results of this study are presented within the context of current NIOSH research findings related to hazard recognition. |
Analysis of fall-related imminent danger orders in the metal/nonmetal mining sector

Min Metall Explor 2020 37 (2) 619-630 Within the metal/nonmetal mining sector, fall-related incidents account for a large proportion of fatal and non-fatal injuries. However, the events and contributing factors leading up to these incidents have not been fully investigated. To help provide a clearer picture of these factors, an analysis of imminent danger orders issued by the Mine Safety and Health Administration (MSHA) between 2010 and 2017 at both surface and underground metal/nonmetal mine sites revealed that most orders are associated with fall risks. Of these cases, 84% involved the workers not using fall protection, fall protection not being provided, or the improper use of fall protection. Fall risks for workers most frequently occurred when standing on mobile equipment, performing maintenance and repairs on plant equipment, or working near highwalls. In most cases, a single, basic, corrective action (e.g., using fall protection) would have allowed workers to perform the task safely. Overall, these findings suggest that a systematic approach is needed to identify, eliminate, and prevent imminent danger situations. Furthermore, to protect mineworkers from falls from height, frequently performed tasks requiring fall protection should be redesigned to eliminate the reliance on personal fall protection. |
Imminent danger: Characterizing uncertainty in critically hazardous mining situations

Researchers from the U.S. National Institute for Occupational Safety and Health collected formative data to investigate mine safety professional perspectives on workplace examinations, which revealed a potential gap in how mineworkers are assessing risk. During interviews, participants revealed not having a systematic methodology for mineworkers to use to determine if a hazard is considered imminent danger. In this paper, we identify and describe three distinct categories of imminent danger complexity and discuss potential steps that could lead to improved identification of imminent danger situations. Finally, we identify potential practices to incorporate into risk management efforts, including feedback, communication and specialized training, to increase awareness of imminent danger situations. |
Defining hazard from the mine worker's perspective

Min Eng 2016 68 (11) 50-54 In the recent past, the mining industry has witnessed a substantial increase in the numbers of fatalities occurring at metal and nonmetal mine sites, but it is unclear why this is occurring. One possible explanation is that workers struggle with identifying worksite hazards and accurately assessing the associated risk. The purpose of this research was to explore this possibility within the mining industry and to more fully understand stone, sand and gravel (SSG) mine workers' thoughts, understandings and perceptions of worksite hazards and risks. Eight mine workers were interviewed and asked to identify common hazards they come across when doing their jobs and to then discuss their perceptions of the risks associated with those identified hazards. The results of this exploratory study indicate the importance of workers' jobrelated experience as it applies to hazard identification and risk perception, particularly their knowledge of or familiarity with a task, whether or not they had personal control over that task, and the frequency with which they perform that task. |
Application of fatigue management systems: small mines and low technology solutions

Min Eng 2014 66 (4) 69-75 The impact of fatigue is seen not only in its effect on job performance of haul truck operators but also on the health of the operator and the productivity at the mine site. Its impact can even extend outside of the mine site to the health and well-being of the surrounding community (Fourie et al., 2010). In this paper, a case study of a small surface mining organization is presented. The goal is to highlight the fatigue risk management system implemented at the studied mine site. Mine safety personnel who were interviewed discuss the changes made to the infrastructure of the mine, to administrative areas such as the number of shifts and the use of vacation time, as well as the implementation of new technology into haulage vehicles. This paper reviews how these changes are supported in the research literature. |
Measuring the effects of lighting distribution on walking speed and head pitch with wearable inertial measurement units

IEEE Trans Ind Appl 2014 50 (2) 1483-1489 A comparative human performance evaluation of a miner's walking speed and head pitch was conducted on miners wearing two types of LED cap lamps. Walking speed and head pitch are indirect indicators of improved lighting. The better that miners can see the floor, the faster they can walk and the less they pitch their heads downward to illuminate the floor with their cap lamps. NIOSH researchers developed a non-contact way to quantify human performance by using two small wireless, wearable inertial measurement units. Data were collected in the field from nine coal miners in an underground coal mine. The field results showed no statistical difference between the two cap lamps for walking speed. However, there was a trend of 2\circ lower head pitch for one of the cap lamps. The field testing procedures were then replicated in a controlled laboratory environment and the results indicated a 5-degree lower head tilt when using the same cap lamp and a corresponding difference in walking speed. A novel application of magnetometers for distance flagging is also presented. Finally, study limitations and a follow-up study are discussed. |
Visual feedback system to reduce errors while operating roof bolting machines

J Safety Res 2012 44 37-44 Operators of roof bolting machines in underground coal mines do so in confined spaces, and in very close proximity to the moving equipment. Errors in the operation of these machines can have serious consequences, and the design of the equipment interface has a critical role in reducing the probability of such errors. Shape coding or length controls may reduce selection errors, and ensuring directional control-response compatibility may reduce direction errors. These issues have previously been examined using a virtual analogy of roof bolting. Another potential control measure is to provide advance visual feedback to the operator regarding the response selected, before the response is activated, with the aim of improving the rate of learning, and the speed with which error correction can occur. An experiment was conducted to explore coding and directional compatibility on actual roof bolting equipment, and to determine the feasibility of a visual feedback system to alert operators of critical movements and to also alert other workers in close proximity to the equipment to the pending movement of the machine. The quantitative results of the study confirmed the potential for both selection errors and direction errors to be made, particularly during training. Subjective data confirmed a potential benefit of providing visual feedback of the intended operations and movements of the equipment. Applications beyond mining can extend to any control design where feedback is critical to the health and safety of the operator and there is a need to improve situational awareness. |
